There were certain local ordinances regarding proper stewardship and what was formally termed the Right to Reappropriation or, more colloquially, the Steal Your Cat Rule. It was not limited to cats, pets, or even living beings, as everything from abused children to neglected cars had been rescued under the provisions. When support programs were ignored and official channels failed to rehome victims, involved bystanders had a right to save an existence with something resembling impunity.
