While the city council and the Women in Black Hats were the most visible leadership roles within the town, plenty of other groups and individuals contributed to the smooth operation of the town. A branch of city planning handled the distribution of prophetic dreams among residents, while a split years prior from the main library staff--and not from the postal service, as many assumed--had created the team that handled secret messages. A dedicated cadre of semi-reformed trickster entities, ostensibly overseen by the public works department, worked hard to ensure that road signs and warnings just outside the town were irregularly misplaced, replaced, or repositioned to ensure that people could get lost in Lewisia as needed.
