The City Council would like to formally request a temporary moratorium on all unplanned abductions, spiriting-aways, changeling swapping, and deliberate portaling. Whatever forces are behind the recent rash of such events, we would like them to know that the local economy has begun to suffer, due to the high number of people who simply never appear at their jobs or vanish during the workday. (Of course, the usual regulations apply regarding both the rights of those taken to remain in their new realm if they so choose, as well as the rights of anyone to intentionally summon forces willing to assist in their relocation.)
