The Woman in the Black Hat will be conducting the yearly binding rituals for any people wishing to formalize their friendship at this level (details available upon request). If you are unsure if your relationship qualifies for best friend status, consider what their reaction would be if you were suddenly abducted by fairies, named the werewolf emperor, or transformed into a tree (do not actually attempt any of these situations until AFTER all relevant rituals have been completed).
